A domestic relations statute in the subchapter governing custody proceedings, Del. Code tit. 13, § 721(c), provides that a court has the discretionary power to appoint counsel for a child if it is in the interests of the child, and that “A fee for an attorney so appointed shall be allowed as part of the costs of the proceeding.”
